Kisii residents want chiefs retained

RESIDENTS of Kisii want lower levels of provincial administration integrated into county governments. Giving their views at Gusii County Council to taskforce on devolved government, they said chiefs and their assistants play a crucial role and should be retained.

They told the meeting which was chaired by IIEC commissioner Ken Nyaundi the provincial officers should be given new roles. “They can assist in advising the county government on issues of administration besides offering services at the grassroots,” said George Mogaka, a Kisii chief. “Just like in the national government, they can be assimilated to the county government as officers in the civil service within the county,” said Samwel Bosire, on behalf of the Abagusii Cultural and Development Council.

They said provincial administration was the face of government in the grassroots and should be utilized by county governments. Some suggested that the administrators should not be elected or transferable from one county to another.

On the issue of devolved funds issued to the Counties, many were of the view that all the devolved funds from CDF, LATF to Road Maintenance should be channeled through the Counties.

Lawyer Kerosi Ondieki representing the Kisii Leaders Forum said poor and marginalized counties should be given more funds.
