(Ford Kenya), said the Government was dangling the road for votes. "This road used for the 1992 and 1997 general elections. Can we be assured that it will be completed this time around," said Ngilu.
Finance Minister Chris Obure pleaded with Members for understanding. He assured the House that the road will be completed. He said the contractor-Put Sarajevo-is already on site to start the work. He, however, confirmed that funds earmarked for the road have been reduced from Sh200 million to Sh100 million during the current financial year.
Obwocha said the funds were slashed because the contractor will only use Sh100 million during this financial year. He said the road will cost Sh896 million. He said the funds will be disbursed in four phases.
Apart from the Sh100 million which has been disbursed, he said the Government has committed Sh400 million next year before winding up in the following financial year with Sh396 million and the contract awarded in February.
The contractor moved to the site in March.
Anyona said he first raised the issue in 1977 and said his remarks landed him in detention. He, however, wondered whether the Government will make good its promise this year. "We have had two Finance Ministers from the community and the road is not complete," Anyona added.
Obure said the road has nothing to do with politics and regretted that promises made in the past were never honoured. Obwocha said the Government tricked the people of Kisii in 1992 and 1997.
Juja MP Stephen Ndichu (SDP) sought to know from Obure who Kenyans should believe between Health Minister Prof Sam Ongeri and himself.
"Please believe the Minister for Finance when he speaks in this House," said Obure.
