Mr Kaparo singled out Mr George Anyona (Kitutu Masaba, KSC) and Mr Simeon Nyachae (Nyaribari Chache, Kanu), whom he ordered to accept a unilateral truce after using the House to trade accusations against each other.
Said Mr Kaparo: "I will not allow any member to use this august House to settle personal political scores. The dignity of this House must be maintained at all times by all members."
The Speaker made the ruling after he had allowed Mr Nyachae to make a personal statement to defend himself against claims by Mr Anyona on Wednesday that he had masterminded a demonstration by 30 women and youth leaders from his constituency to Parliament Buildings.
The demonstrators had accused Mr Anyona of failing to distribute funds raised at a 1997 harambee for 700 self-help groups in his area. Mr Nyachae, then Finance minister, was the chief guest.
Yesterday, Mr Nyachae defended himself against the allegations, saying he had nothing to do with the anti-Anyona demo on Parliament road.
Mr Nyachae admitted conducting the harambee where Sh2.3 million was raised. "Since the harambee in 1997, I have neither been contacted by the organisers of the harambee nor by the people of Kitutu Masaba. All I know is that after the function that was poorly organised by Mr Anyona, we left late at 6pm. And as I was being driven to Nairobi, we got an accident at Londiani and I broke my arm."
He denied knowing any of those who took part in the Wednesday demonstration and challenged Mr Anyona to tell him why he believed he was involved.
"I first heard of the demo on Nation FM at 1pm and was later told of it by my colleagues from Kisii when I arrived in the House at 2.30pm. I demand an apology from Mr Anyona," said Mr Anyona said.
Mr Anyona denied breaching the House rules by raising the issue when he requested a ministerial statement from the Office of the President
