Magara, Councils Oppose Wako Bill

South Mugirango MP Omingo Magara yesterday said he would lead a No campaigns in the referndum in Kisii.

Magara, who was speaking after 152 councillors from Kisii said they would vote against the Proposed New Constitution, said he would lead a No campaign in Kisii, Gucha and Nyamira districts.

Magara and the civic leaders said the draft would divide Kenyans if passed as proposed.

The legislator said the Proposed New Constitution was wanting and they could not take the middle ground.

He said the proposal that the President be elected by 25 per cent of half of districts would marginalise minorities.

He said many clauses in the Wako Bill contradicted each other, citing clauses 148(2)(d) and Clause 149(9). "It is mere cut-and-paste," he said.

Magara said presidential powers which were the main reason for the reforms had been increased and warned that Kenya was headed back to a dictatorial state.

Other Kisii leaders opposed to the Proposed New Constitution are former Cabinet ministers Prof Sam Ongeri and Chris Obure.

Meanwhile, former provincial commissioner Maurice Makhanu's camp lost in Bumula Kanu branch elections to decide which way to vote in the referendum.

His the "Yes" camp received four votes while the "No" supporters carried the day with 16 votes at a delegates meeting at Bumula divisional headquarters last weekend.
