Shot MP Back In House

Mr. Shidiye, who was shot together with Kanu Chief Whip Sammy Leshore in February by gangsters in Nairobi, was escorted to the Chamber by a group of MPs from both sides of the House at 3.09 pm.
Speaker Francis Kaparo said he welcomed Mr. Shidiye back home and into the House. Assistant Minister in the Office of the President William Ruto told the House that security is provided during political rallies but provincial administration officials were not allowed to participate in politics.
He was answering the MP for Masinga, Col (Rtd) Ronald Kiluta (Kanu), who wanted to know why party activists in his constituency are given security and government vehicles.
Answering Kitutu Masaba MP George Anyona (KSC), who said that under IPPG the provincial administration was delinked from politics, he said instructions had been issued to that effect.He said he had tabled in the House a circular to the provincial administration drawing their attention to the rule.
Assistant Minister for Education Adams Karauri told the House that Sh40.3 million was allocated for bursary funds for Kisii and Nyamira districts in the last seven years. He was answering Mr. Anyona, who wanted to know the allocation and the breakdown.
The minister said it was not possible to table a "huge list" in the House as it involved thousands of students.Mr. Karauri said the criteria of who gets the bursary money is decided upon by the district education committees. Assistant Minister for Public Works Samwel Rotich told the House that Sh4.6 million was allocated in the last budget for roads in Kiututu Chache constituency. He agreed with Kitutu Chache MP Jimmy Angwenyi (Kanu) that sections of four roads in the constituency were impassable.
Replying to another question by the MP for Magarini, Mr. David Kombe (Kanu), he said the road classified as D555 in his constituency can only be rehabilited if it was prioritised by the DDC.
