He also said 1999 would be the year of constitutional reform. Addressing two public rallies in Nyamira and Gucha districts, the President said; "When I retire I will leave leadership to the youth."
The President directed that Kisii North District revert to its former name, Nyamira, following complaints that residents could not get title deeds because of confusion over the name.
The Kisii Kanu branch chairman, Finance Minister Simeon Nyachae, was not at the meeting. The President officially opened the 20-bed Gesusu sub-District Hospital and the Kanu office in Nyaribari Masaba Constituency.
He also asked elected leaders to stop criticising civil servants and instead get involved in their respective DDCs. He directed Health Minister Jackson Kalweo and PS Sammy Mbova to ensure that a tender for drugs awarded earlier this year through the World Health Organisation was finalised.
He said the Kanu/NDP cooperation was bearing fruit as hostility between the two groups had stopped. Local Authorities Minister Sam Ongeri said he was also pleased with the cooperation, but told NDP leader Raila Odinga to "slow down".
At the Nyamira rally, area MP Joseph Kiangoi said: "Nyamira people thank you for giving orders that the Kisii/Chemosit road be constructed." He criticised Mr. Mwai Kibaki for saying that President Moi should be kicked out.
