Funds use dismays UN officer

The United Nations Officer of Project Services (UNOPS), Mr. Anders Tomsend, is not satisfied with the utilisation of funds allocated for projects funded by IFAD in the country. Mr. Tomsend singled out Nyamira District where he said over Sh16.3 million ($214,474) meant for various projects mobilisation activities had been exhausted yet there was nothing to show for it on the ground.

The officer, who extensively toured Nyamusi and Mogusi drainage pilot projects in the district, said he was dissatisfied with the manner in which the government was implementing officers mobilising beneficiaries.

The Nyamira drainage project was to serve as a pilot scheme for other targetted districts in the country. He dismissed claims by IFAD District Coordinator Wilfrec Anampiu that 80 per cent of the beneficiaries had been mobilised and were ready for the project. He asked for substantive statistical evidence.

Mr. Tomsend was accompanied by the deputy Permanent secretary in the Ministry of Agriculture and Rural Development, Mr. Fred Mwango and Nyamira DC Ernest Munyi.

He said that people who were already trained knew nothing of what was expected of them in the project implementation.

"There is a misconception among groups that the government will do everything for them. It is upon the implementing departments of agriculture, social services, water and treasury to ensure that the beneficiaries know which role to play to make the project a success," he said.

The official attributed the slow pace of project implementation and non- performance to diversion of funds to other uses.

Mr. Townsend urged the provincial administration to intervene and ensure that funds were used for the intended purpose.

The DC said his office had earlier not been involved in the project implementation, but pledged to ensure that the project was streamlined, although the district management committee was facing financial constraints due to cash flow hitches from the treasury
