There was evidence that the ministry was giving conflicting expenditure reports on how Nyamira roads were graded using funds allocated by tea estate committees, he said.Speaking during a funds drive in aid of Marani Secondary School in his constituency, Mr. Obwocha also criticised the manner in which the hospital management committee was spending funds collected through cost sharing.
"I call on the government to audit the Ministry of Health and Public Works in Nyamira or I will do that myself," said the legislator.Mr. Obwocha, who is the Public Accounts Committee chairman, asked the district hospital management committee to lower the new rates on health services, saying the charges were unrealistic.
"It is unreasonable to increase mortuary fees from Sh100 to Sh1,000, yet there is no improvement on services at the hospital since cost sharing was introduced," he said.
On education, the Ford Kenya MP asked the government to prosecute teachers who had run down schools in the district. He singled out Nyachogochogo and Nyasabakwa secondary schools in his constituency, saying they were mismanaged."Headteachers whose schools perform poorly all the time have no business being managers of such institutions," said Mr. Obwocha.
On Kisii politics, he asked local MPs to unite and decide the political destiny of the community "now that President Moi has rejected Mr. Nyachae and sacked Assistant Minister Jimmy Angwenyi".
The MP said the sacking of Mr. Angwenyi had strengthened the unity of Kisii MPs as they will now freely articulate the problems the community faced. He asked Local Government Minister Sam Ongeri, Kenya Football Federation Secretary Sam Nyamweya and Nakuru businessman Geoffrey Asanyo to tell the Abagusii what they had gained in their machinations against Mr. Nyachae and Mr. Angwenyi.
The MP helped to raise Sh112,986. He gave Sh40,000.
