"The land issue is a problem along district boundaries in other parts of the country and became more prevalent with the creation of new constituencies and districts because they are viewed as describing tribal boundaries."In multi-ethnic areas, creation of new districts has led to the victimisation and expulsion of the ethnic minority in areas such as Teso/Busia, Migori/Kuria and Gucha/Transmara," the report says.
Other families were uprooted from Likoni, Meru, Laikipia, Nyando Trans Nzoia and Kericho. In Coast Province, people from upcountry fled from raiders.
The report says 90 per cent of victims interviewed said perpetrators of the violence remained free making it difficult for them to return to their farms.
"No visible action has been taken while insecurity has worsened due to the influx of firearms," the report adds.In places where some families have been settled such as Kapsita in Elburgon, corruption led to double allocation of plots, spurring more conflicts.
It claims that those seeking legal redress make little headway because of a perception by the public that talking of clashes now can prick old wounds.
