Former Finance Minister, Nyachae Is Selfish, Says Moi

He chose Kisii to launch a scathing attack on the rebel Kanu MP for accusing the government of corruption.He said of Mr. Nyachae: "Some people are self-centred and do not think of the Abagusii people's future, but of their own."
And the Head of State added: "I gave one of your sons a job to take care of all government funds at the Treasury, but he resigned and accused my government of being corrupt and that it was led by thieves."
President Moi said: "I do not want to leave you divided. I love the Abagusii but you have not reciprocated."
He said he had given them two new districts, Gucha and Nyamira, as well as two Cabinet Ministers Mr. Chris Obure (Agriculture) and Prof Sam Ongeri (Public Health) but "you have not reciprocated by supporting me politically".
Addressing a harambee for Sironga Girls Secondary School in Nyamira District, he asked Kisii leaders to address problems afflicting the community, like the declining education standards, instead of undermining one another.
He said it was disappointing for area leaders to engage in divisive politics when only 124 students from the 105 schools locally qualified to join public universities last year. The President defended his government against accusations that it was not delivering to the people, saying that the ministry was the highest level when it comes to giving tenders and monetary matters "but not Moi".
He also defended himself against accusations that he was responsible for halting work on the Chemosit-Kisii road, which has been stalled for more than a decade.
"I am blamed for everything. When he (Nyachae), was at the Treasury, why did he not add an inch of tarmac on this road if he is sincere?"
He ordered the Minister for Public Works, Mr. William Morogo, to revive the roads project immediately. He also asked Cabinet Minister Shariff Nassir, who was present, to go slow in his public utterances.
"Nassir says a lot and I have to tell him to slow down," he said, while introducing his entourage.
Mr. Nassir, the Mombasa Kanu branch chairman, recently launched a campaign to have President Moi re-elected for a sixth term in 2002. The President said he would not allow expatriates to manage commercial banks when the country had enough people for the job.
"It looks like all Kenyans are viewed as thieves by the outside world. That's why even at the Kenya commercial bank, we have been forced to hire expartriates. I'd like the order to employ expatriates shelved."
He added: "I am going to separate projects run by the World Bank and those managed by the government to see who the real thieves are".
He said the government would closely monitor activities of certain non-governmental organisations whose operations, he said, were not in the interest of Kenyans.
He also criticised some road contractors who exploited the government, saying: "Some contractors should be realistic and stop spending Sh70 million to tarmac a 1 km road."
Nyamira Kanu branch chairman, Mr. Joseph Kiangoi, introduced former assistant minister David Onyancha, who defected from the Democratic Party to Kanu.
On his way to Nyamira, the President toured Sacred Girls Secondary School in Roret Division, Buret District and donated Sh500,000 and a van.
He also visited Ikonge Girls School in Nyamira District and donated another Sh500,000 for building classrooms.
The harambee raised Sh3.6 million, with President Moi donating Sh1.02 million. Education Minister Kalonzo Musyoka donated Sh120,000, the school's board of governors, Sh1.1m, and area District Commissioner, Mr. Earnest Munyi Sh120,800.
Others included Nyanza Provincial Commissioner, Mr. Peter Raburu Sh100,000, Mr. Kiangoi Sh50,000, and area MP Henry Obwocha Sh20,000.
