Bishop warns over executive premier

A Catholic Bishop has asked delegates to the constitutional review conference in Nairobi, not to write a constitution Kenyans do not approve of. Bishop Joseph Mairura of Kisii said there would be power struggle if the President shared his powers with a prime minister.
"This is why we are demanding that the draft constitution pass through a referendum before a final document."Bishop Mairura supported the Government's decision to pull out of Bomas talks, saying there is no way a President elect could delegate his powers to a prime minister who has no mandate from Kenyans.
"Those entrusted with the constitution making should know that there will be a power struggle between the President and the prime minister, if the two are allowed to share executive powers," he said as he quoted a Kisii saying: "twani ibere nchianya koiyekerwa nyongo emo" (two cockerels have never been cooked together in the same pot).
Bishop Mairura who was speaking at Nyamira St Joseph Catholic Church after confirming newly baptised Christians, asked Kenyans to pray for peace during this crucial stage of constitution making.
