"I'm ordering the Commissioner of Police to ensure no such rallies are held and cancel any licence that may have been issued to that effect," he said.
He also launched a scathing attack on donors, who he said had funded anti- Government activities and were trying to remove him from power.
As he spoke, Mageuzi activists James Orengo and Njeru Kathangu vowed that a rally scheduled for today in Busia, which the Administration had earlier cancelled because of Ebola fears, would go ahead.
They accused the Government of vilifying the group in order to proscribe it.
The President, speaking at a fundraising in Nyaribari Masaba constituency, described Mageuzi as "a revolution" and an "extremist movement" seeking to overthrow his Government.
He said it was not a registered party and could not be allowed to criss-cross the countryside agitating among Kenyans. If its leaders were allowed to cause turmoil, the police would be fully to blame.
The Head of State was speaking while raising Sh15.7 million for the constituency bursary fund. The harambee was held at Getacho Primary School in Kiamokama Division, Kisii District.
He complained that donors had been funding anti-Government activities since 1992 and were still helping to discredit his Government.
Politicians opposed to the Government, with the help of donors, had establish non-governmental organisations aimed at removing him from power, he said.
Donors had prodded Mageuzi to force his Government to privatise key parastatals, some at throw-away prices.
"We have bent enough to their pressure and we will soon tell them enough is enough," he said.
Addressing wananchi on his way to Kisii, the President contradicted rebel Kanu MP Simeon Nyachae over claims that Kisii had received no assistance from the Government for many years.
Speaking at Prof Sam Ongeri's rural home, at Keroka market and at Keumbu, the President said he had helped Mr. Nyachae to acquire his wealth by appointing him Chief Secretary and as a minister, positions he used to amass wealth.
He scoffed at the Nyaribari Chache MP's Presidential bid, saying Mr. Nyachae was not a serious contender and was only being used by Democratic Party leader Mwai Kibaki to woo the Kisii vote.
"Mr. Nyachae is not a serious contender as he has been promised to be appointed a vice president if Mr. Kibaki wins the Presidency in the next general elections, and you Kisiis better watch out or else you will be misused," he said.
The President said he has never abused anybody and asked why those seeking his seat were using his name in their campaigns.
He warned them to stop mistaking his patience for weakness, saying his patient approach was because of his concern for children and the nation's unity.
The President also said if it were not for the above reasons, "I could have as well hit back and Kenya could have been worse than Somalia."
