The crowds also applauded when Kibaki announced he had received and accepted a memorandum from the local leaders, which included the request for the Borabu District, to be carved from the equally new Masaba District.
While at Keroka, the President said Borabu would be administered from Nyansiongo Township. President Kibaki for the first time expressed direct confidence over his re-election, saying he was far much ahead of the Opposition. "I am very confident of wining the elections. I have traversed the whole country, and I’m satisfied that things are fine," said the Head of State. He hit out at the Opposition, saying they had nothing to offer Kenyans.
"The Opposition is bombarding you with promises. My Government has done a lot and will continue its development programmes," said the President.
Kibaki also told Kenyans to vote for him so he could implement the free secondary education programme he had promised. "The Opposition is claiming we have no money to finance free secondary education. The truth of the matter is that we have money, which has been passed by Parliament."
The President said all the development projects he had promised the Kisii community had been budgeted for in the Finance Bill, which is expected to be passed in Parliament today. He also promised to look into problems facing the tea industry after a local leader asked him to have the Kenya Tea Development Agency reverted to a Government authority.
The President accused the media of inaccurate analysis of political events. Some people have been writing false things on the ongoing political events," he said. The President flew to Chepilat trading centre on the Nyanza-Rift Valley border at about 10.30am. Security minister, Mr John Michuki, and several other aides accompanied him. He made stopovers at Nyansiongo, Keroka and Keumbu, where he was met by thousands of his supporters.
