Speaking in Kisii on Sunday, Leloon charged that the two communities shared a lot in common and were now peaceful because the bad minded and selfish politicians were no longer championing their interests using the clashes.
He said Kisiis and Maasais even regarded themselves as "in-laws" because of intermarriages between the two communities.
The DC received a huge applause from the crowd that attended the Madaraka Day Celebrations at Gusii Stadium.
He said councillors should desist from forming rival camps to fight one another and instead address themselves to pertinent issues which concern development.
Leloon decried the persistent water shortage and at the same time urged the locals to support Government's efforts to rehabilitate street children.
The DC announced that a vigilante group would soon be launched by the District Security Committee (DSC) to beef up security in the area.
He also directed Provincial Administrators and community leaders to jointly campaign against illicit brews like chang'aa which he said had held back development in the area.
