Employees of the courts, especially court clerks, were being used as agents of corruption, the Integrity and Anti-Corruption Committee on the Judiciary was told.
Residents told the committee at the Gusii County Council that most of the corrupt individuals were those who had overstayed at the law courts. The committee is headed by Mr Justice Aaron Ringera.
"They have formed cartels through which they collect bribes on behalf of some magistrates in their bid to win backdoor justice," a participant said after presenting his views.
The commission was urged to transfer subordinate staff and clerks who had worked in the station for more than three years.
Those who presented views included prisoners and lawyers led by South Nyanza Law Society of Kenya boss Kerosi Ondieki.
The majority of the participants told the media that delayed solutions in land related cases had led to loss of lives as interested parties resorted to bloody confrontations.
They told the commission to ensure that all magistrates and Judges were accommodated in Government houses but not rental.
They alleged that some magistrates based in Kisii were being housed by a businessman who was using his influence to intimidate those perceived to be his enemies through the courts.
The Ringera team moves to Transmara today before proceeding to Migori and Kehancha on Wednesday. ENDs.
