ODM Presidential candidate Raila Odinga is promising to uplift the living standards of Nyanza province residents should he win the Presidency.
Raila says the region is endowed with rich resources, which should be exploited for wealth creation.
Speaking in South Mugirango during the funeral ceremony of the Mzee Sospeter Magara, father to Omingo Magara, Raila urged voters to turn up in large numbers to cast their vote during the polling day.
Raila said the Majimbo form of governance is a way of ensuring equitable distribution of resources across the country, and not meant to shut out certain communities.
He said that the current unitary system of Government had concentrated all power and resources at Nairobi at the expense of development in the rural areas.
Pentagon member, William Ruto said that the system had ensured that the rich in Nairobi, their cronies and families continued to enjoy while the majority of Kenyans ere languishing in abject poverty.
Raila promised that an 0DM Government would increase CDF allocations to 6O% of the national budget as proposed in the Bomas Draft constitution as opposed to the current 2.5%.
"CDF and LATE do not constitute devolution, but in essence delegation as the hinds are determined and controlled from Nali-obi as opposed to true devolution whereby people in the grassroots have a say", Ruto observed.
Ruto urged civil servants to desist from engaging in polities, charging that local administrators had been given money to buy voters in the country.
